Sounds like Irrational Games want to resurrect a classic era of difficulty in shooters for the Bioshock sequel.
If you think that the "1999 Mode" in Bioshock Infinite is too tough, it's possibly because fans like you wanted it that way. According to the press release for the new mode, the Irrational team took feedback from survey questions about the game, coming away with a slight majority of players who would have preferred being locked into permanent choices for specialization. On top of the changes to the skill selection, the new mode will be a bit stingier with regards to ammo, health and other supplies, and—this is maybe the big one—if you don't have the proper supplies on you when you die, then there'll be no respawning for you, do not pass go, head straight to the "Game Over" screen.
Here's the official line on Bioshock Infinite, which still doesn't have a firm release date from 2K Games:
In this first-person shooter, the player assumes the role of former Pinkerton agent Booker DeWitt, who is sent to Columbia to rescue Elizabeth, a young woman imprisoned there since childhood. He develops a relationship with Elizabeth, augmenting his abilities with hers so they may escape from a city literally falling from the sky. DeWitt learns to fight foes in high-speed Sky-Line battles, engage in combat both indoors and amongst the clouds, and harnesses the power of dozens of new weapons and abilities.
